Chain Theory in Business

It is quite interesting idea. I have never met the real situation in which it has been used but it may work. On the organization level it may be very difficult to slow down hundreds of people to achieve necessary speed. Usually we are trying to speed-up the some parts of the system to keep it moving. Any comments? (experiences?)
